ULI SF's Technical Assistance Panels (TAPs) provide strategic advice on complex land use and real estate development issues for local clients, such as municipalities, public agencies, and non-profit developers.

The City of Petaluma is significantly built-out within its Urban Growth Boundary and much of remaining undeveloped property is located in the highly sensitive Petaluma River floodplain, on steeply sloped sites, or in areas highly dependent on automobiles. The City has engaged ULI SF to help explore how to facilitate the development of relatively dense infill housing projects, particularly affordable housing projects; where to focus housing development to meet anticipated RHNA while recognizing locational constraints and responding to necessary climate innovations; and how to ensure approved housing development is financially viable.

The ULI SF Technical Assistance Panel includes a variety of experts in various fields of development.

    Panelists
    • Karen Alschuler, Principal, Perkins and Will (TAP Chair)
    • Dan Adams, VP Mixed Income and Affordable Housing, Sares Regis Group of Northern California
    • William Duncanson, Principal, BAR Architects
    • Nicole Franklin, Principal Property Development Officer, BART
    • Tom Leader, Principal and Founder, TLS Landscape Architecture
    • Meg Spriggs, Managing Director, Multifamily Investments Group, Shorenstein Properties
    • Randy Tsuda, President and CEO, Alta Housing
ULI SF invites you to the final TAP presentation during which panelist will share their findings and summarize the major recommendations that will be included in their report. This presentation will take place virtually on Tuesday, September 22 from 7:00 to 8:30 PM Pacific Time via Zoom Webinar. The webinar can be found here.
