In 2024, ULI San Francisco was selected once again to participate in the ULI Terwilliger Center for Housing’s Homeless to Housed (H2H) Initiative, marking the second consecutive year of involvement. As one of just five ULI district councils chosen nationwide, ULI SF received a technical assistance grant to support the City of Fremont’s efforts to expand its Winter Relief and shelter intervention programs. These innovative programs repurpose surplus hotel rooms to offer non-congregate shelter for individuals experiencing homelessness.
On February 4, 2025, ULI SF and the City of Fremont hosted a collaborative workshop to explore strategies for increasing access to non-congregate shelter for those in need. The workshop also aimed to enhance the City’s Winter Relief Program by identifying practical approaches and tools to support its growth.
The event brought together over 40 key stakeholders, including hotel and motel owners, affordable housing developers, service providers, City of Fremont staff, and community organizers. Participants engaged in panel discussions, presentations, and small-group conversations to exchange ideas and share perspectives.
