The City of South San Francisco is a General Law city with a population of 66,185 residents that grows to 110,000 during business hours. South San Francisco is strategically located on the west shore of the San Francisco Bay, in northern San Mateo County, 10 miles south of San Francisco. The City is located along the Bay Area’s main transportation routes, including 101, 280, Caltrain, BART, San Francisco Bay Ferry, and the San Francisco International Airport.
The City of South San Francisco is a full-service city with 12 City Departments including Police; Fire; Parks and Recreation; Public Works; Economic and Community Development; City Attorney; Library; Finance; Information Technology; Human Resources; City Clerk; and Office of the City Manager. The City has a Council-City Manager form of government with more than 460 full-time regular employees.

In fall 2022, the City adopted a new General Plan, available at shapessf.net, and companion Zoning Code. The General Plan imagines a more equitable and sustainable City, with a continued focus on growing the City’s biotech cluster and supporting housing growth at all income levels. The City is finalizing its sixth cycle Housing Element, which it expects to adopt in January 2023.
THE DEPARTMENT:
The Department of Economic and Community Development is responsible for the preservation and improvement of the physical and economic conditions of the South San Francisco community. The Department provides the administrative oversight that contributes to the successful completion of the goals, objectives, and daily operations of the Planning, Building, Economic Development, and Housing Divisions.
The Housing Division administers the City’s housing programs. This includes monitoring affordable housing units throughout the City, creating more affordable housing opportunities through property acquisition and new construction, overseeing housing fund spending, and implementing the City’s affordable housing programs and regulations.
THE POSITION:
Under the direction of the Economic and Community Development Director or Deputy Director, directs and coordinates the Housing Division; plans, organizes, manages, and directs the review and implementation of the City’s housing programs and projects.
The Housing Manager is a newly budgeted full-time position (2022-23 budget plan) that will supervise up to four full time staff members. The incumbent will have in-depth knowledge of what is required to implement affordable housing initiatives, experience in property acquisition and disposition and/or administering affordable housing funds through loans and grants, and a collaborative, problem-solving mindset. The Manager will be highly proficient in managing the Department’s housing division administrative responsibilities, such as monitoring the budget and overseeing day-to-day operations. This position observes a hybrid work model: Up to two days per week of remote work schedule, including some in-person and virtual meetings.

Ideal Candidate
This is a newly created position for a dynamic individual with strong leadership and organizational skills. The ideal candidate will exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the community. They will also be a strategic and creative thinker with the ability to pursue new projects and programs from vision to implementation. The ideal candidate will also have an understanding of state housing law and housing element implementation.
QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Five years of progressively more responsible experience in housing program development and implementation, with at least two years in a supervisory capacity.
Training: Bachelor’s degree from an accredited college or university with major coursework in planning, public or business administration, economics, or a related field.
Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.
- Possession of, or ability to obtain, a valid, appropriate California driver’s license and a satisfactory driving record.
THE SELECTION PROCESS:
The process will first consist of a review of application materials and responses to the supplemental questionnaire, which must be detailed and complete. A cover letter and resume are required, but does not substitute for a complete application. Applications with “see resume” as a substitution for the work experience description; those with unclear past employment information; or those with insufficient information to evaluate possession of minimum qualifications will not be considered. The most highly suitable and qualified candidates will be invited to participate in an oral panel interview. This panel interview is tentatively scheduled for the week of January 16 or January 23, 2023.
Upon completion of this examination, an eligible list will be established which will be used for the appointment to the position. Possession of minimal qualifications does not guarantee advancement in the selection process and placement on the eligible employment list. Top scoring candidates will be invited to the next phase of the selection process which will consist of any or all of the following: a departmental interview and written/performance exercise. All applicants will be notified by email as to whether or not they are invited to participate further in the selection process.
Appeals concerning administration of an examination must be submitted in writing within 2-business days from the date the event occurred.
Note: The City of South San Francisco reserves the right, at its discretion, to limit the number of qualified candidates invited to the selection process. Benefits
Salary Range: $149,406 to $181,605 annually
Retirement: CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for “new members” as defined by Government Code §7522.04(e). Social Security and Medicare participation and option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay towards a medical after-retirement account.
Health Insurance: City offers a choice of medical HMO (two providers), a traditional PPO, and a PPO High Deductible Health Plan (HDHP), as well as, vision and dental coverage. City pays 100% of vision and dental premiums for employee and eligible dependents. City pays up to 90% of the HMO medical premium cost for employee and eligible dependents. Employees pay for the remaining medical premium cost. City provides 100% City-paid short- and long-term disability insurances. The City offers a discretionary benefit account for employees who demonstrate health coverage elsewhere.
Income Protection: $50,000 Life Insurance, Disability Insurance, opportunities to purchase additional life insurance and Long Term Care.
Vacation: Fifteen to thirty working days per year, based on the length of service.
Holidays: Fourteen paid holidays per year, including two half-days and one floating holiday.
Administrative Leave: 40 hours of management administrative leave annually, eligible for up to 40 supplemental hours with the approval of the City Manager when criteria are met
Other Programs: 125 Flexible Spending account for unreimbursed medical and dependent care expenses, Employee Assistance Program, Credit Union, City Recreation Classes (12 free per year, excluding lab fees and ingredients), and Reduced-fee Child-care Programs are available.
This classification is in the mid-management employee bargaining unit represented by Teamsters Local 856.
