Technical Assistance Panels
Technical Assistance Panels (TAPs) provide expert, multidisciplinary advice to local governments, public agencies, and nonprofit organizations facing complex land use and real estate issues in the greater Bay Area. Drawing from our seasoned professional membership base, ULI San Francisco offers objective and responsible guidance on a variety of land use and real estate issues ranging from site-specific projects to public policy questions.
Who are the Panelists?
A TAP consists of unpaid volunteers from the 2,200 ULI members in the San Francisco District Council chosen specifically for each assignment. Panelists usually include at least one for-profit or nonprofit developer, designer and/or planner, market and/or financial analyst, and a regulatory expert. Panelists with a potential conflict of interest will be deferred for other client opportunities.

What are the Deliverables?
The TAP findings and recommendations are delivered in a presentation to the Client and/or public at the end of each 1-2 day-long panel. Several months after the TAP workshop and presentation a final report is compiled that summarizes the panel process and recommendations. Prior ULI SF TAP reports can be found here.
What is the Application Process?
Clients can apply to the TAPs program at any time. After receiving an application, members of the TAP committee will arrange an initial meeting to understand and refine the assignment and objectives as well as identify key issues. Decisions on whether the committee can accept the panel assignment will be determined shortly after the initial meeting.
How much lead time is necessary?
A three- to four-month lead-time is necessary to provide sufficient time to assemble the best available panel members, compile briefing materials and plan for the logistics of the TAP program. ULI San Francisco charges a fee for each of its panels to cover associated costs and staff time.

TAP Report Writer/Designer Opportunities
ULI SF is looking for talented members to serve as TAP report writers/designers for a number of upcoming assignments. The TAP report writers/designer joins the esteemed TAP panel to capture the process and recommendations in detailed notes that they then transcribe and layout into a 20-40 page report. This report is then shared with the Client and published on ULI SF’s website (see prior TAP reports here).
What does it take to be a TAP report writer/designer? You should have 5+ years of experience in writing and graphically producing planning and/or technical reports, and be proficient in Microsoft Office, Adobe InDesign, and photo editing tools. In addition, a background in professional planning and/or writing experience strongly preferred. TAPs are typically two-days and the report is produced within 2-months following the TAP workshop.
