    In January 2025, the City of Mountain View engaged ULI San Francisco to convene a Technical Assistance Panel (TAP) of six volunteer experts to study the potential for new moderate-income for-sale housing on a City-owned parcel in the North Bayshore neighborhood. The city sought guidance on exploring housing opportunities at the 1.4-acre site, aiming to incorporate these opportunities into a broader middle-income strategy. The panel spent two days engaging with local stakeholders, assessing the site, and reviewing the wider context of affordable homeownership, with "middle income" defined as 80-150% of area median income (AMI). Following their discussions, the panel presented recommendations to the City team, stakeholders, and other invited guests for consideration as the City moves forward with housing initiatives in the area. After the publication of the final report, ULI SF is reconvening the TAP panelists and the City of Mountain View for this webinar presentation and discussion highlighting the TAP process, the findings, and the city's plans for implementing the recommendations on May 30, 2025.
